여권은 한 국가가 국민에게 발행하는 공식 문서로서, 전 세계에서 소지자의 신원과 국적을 증명하는 증명서이다. 그러나 우리는 여권을 단순한 증명서로서만 이해하지 않는다. 여권은 위조가 불가능하고 전 세계에서 통용될 수 있는 기술과 규정을 갖추어 증명서로서의 기본적인 기능을 해야 한다. 그리고 더 나아가 그것이 담고 있는 여러 가지 표상들을 통해 문화적인 소통을 하기도 한다. 여권이 보여주는 국가의 상징 이미지들은 한 나라의 정체성을 함축적으로 보여주는 것으로 그 나라의 예술적, 문화적 수준을 가늠하는 척도가 된다. 문화적 수준이 높은 나라들이 여권 디자인에 노력을 기울이는 이유가 여기에 있다.
그럼에도 불구하고 그 동안 여권 디자인에 대한 논의가 활발하지 못했던 이유는 정부의 관리하에 생산되는 공공디자인 매체로서 전문성과 폐쇄성을 필요로 하는 생산 및 관리 시스템, 그리고 디자인 절차에서의 특수성 등에서 그 원인을 찾을 수 있을 것이다. 그런 면에서 2007년에 외교통상부와 문화관광부가 공동으로 주최한 여권디자인 지명공모는 그 의미가 크다고 하겠다. 민·관 합동의 여권 디자인 개선추진위원회를 구성하여 일반 디자이너들의 의견을 반영한 디자인을 선정하는 과정은 국가 주도 디자인 방법의 새로운 시도였다고 생각한다.
본 디자인은 2008년 대한민국 여권 디자인 공모전에서 선정된 디자인 안을 바탕으로 이를 2020년 차세대 전자여권에 적용하기 위해 개선한 것이다. 이를 위하여 공공성 확보를 위한 디자인 요소의 선정 및 검토, 사용조건과 생산기술에 맞는 디자인 조정, 디자인 자료의 사용권 확보 등, 추가적인 디자인 작업들이 진행되었다.
본 여권디자인은 한국 정부의 관련부서와 많은 전문가들의 협업을 통해 이루어졌다. (여권 발행 기관인 대한민국 외교부, 디자인 진행에 문화체육관광부, 한국공예디자인문화진흥원, 그리고 여권 생산과 발급을 담당하고 실무 업무 지원을 맡은 한국조폐공사가 함께 하였다.) 또한 디자인 내용 선정을 위해 국립중앙박물관, 문화재청 등의 유물관련 정부기관과 디자인 저작권 관련기관, 그리고 예술, 디자인, 인문학 분야의 많은 전문가들께서 디자인 자문에 참여하여 주셨다. 이번 여권디자인 개선사업은 국가주도 공공디자인 협업의 좋은 모델이 되었다고 생각하며 이를 위해 힘써 주신 많은 분들께 감사한 마음이다.

A passport is an official document issued by a country to the people and is a certificate that proves the identity and nationality of the holder around the world. However, we do not understand passports as mere certificates. Passports should function as basic certificates, equipped with technologies and regulations that cannot be forged and can be used around the world. Furthermore, cultural communication is carried out through the various representations it contains. The symbolic images of a country shown by the passport implicitly show the identity of a country and become a measure of its artistic and cultural level. This is why countries with high cultural standards are making efforts to design passports.
Nevertheless, the reason why discussions on passport design have not been active so far can be found in the production and management systems that require expertise and closure as a public design medium produced under the government's management, and the specificity of the design process. In this regard, the passport design nomination contest jointly hosted by the Ministry of Foreign Affairs and Trade and the Ministry of Culture and Tourism in 2007 is of great significance. I think that the process of forming a joint public-private passport design improvement promotion committee to select designs that reflect the opinions of general designers was a new attempt in the state-led design method.
Based on the design proposal selected at the 2008 Korea Passport Design Contest, this design was improved to apply it to the next generation of electronic passports in 2020. To this end, additional design work was carried out, such as selecting and reviewing design elements to secure publicity, adjusting designs suitable for use conditions and production technology, and securing the right to use design data.
This passport design was carried out through collaboration between the relevant departments of the Korean government and many experts. (The Ministry of Foreign Affairs of the Republic of Korea, a passport issuer, the Ministry of Culture, Sports and Tourism, the Korea Craft and Design Culture Promotion Agency, and KOMSCO, which was in charge of producing and issuing passports and supporting working-level work, were joined in the design process.) In addition, government agencies related to relics, such as the National Museum of Korea and the Cultural Heritage Administration, design copyright-related institutions, and many experts in the fields of art, design, and humanities participated in design advice to select design contents. I think this passport design improvement project has become a good model for state-led public design collaboration, and I am grateful to many people for their efforts to do so.
